Business Overview
American Casino Entertainment Properties (ACEP) owns and operates four gaming and entertainment properties in Clark County, Nevada: Stratosphere Hotel Casino & Tower, is a destination resort featuring one of the most recognizable landmarks on the Las Vegas Strip; Arizona Charlie’s Decatur and Arizona Charlie’s Boulder, two off-Strip casinos, primarily serve residents of Las Vegas; and The Aquarius Casino Resort in Laughlin, Nevada, catering to Laughlin visitors and residents.
The four properties target middle-market customers interested in value in their gaming, lodging, dining and entertainment experiences. A significant amount of our business is generated from drive-in, as well as fly-in markets. We are committed to providing them with a high level of customer service.
Our executive team has an established record of developing, integrating and operating gaming and entertainment properties. Improving productivity, resourceful staffing and the execution of successful marketing programs are all key to management’s focus on increasing operating cash flow.
Description of Our Properties
Stratosphere Hotel Casino & Tower
Our largest property features one of the tallest freestanding observation towers in the United States. It is the centerpiece of a gaming and entertainment complex that includes a 2,444-room hotel, an 80,000-square-foot casino and a 150,000-square-foot retail center.
The casino offers approximately 1,180 slot machines, 51 table games, an eight-table poker room, and a race and sportsbook. The Tower includes an award-winning revolving restaurant, the highest indoor and outdoor observation decks in Las Vegas, a cocktail lounge, wedding chapel, event space and the three highest amusement rides in the world. Adjacent to the retail center is a 640-seat showroom presenting evening and late-night shows.
Arizona Charlie's Decatur
Arizona Charlie’s Decatur is a full-service casino and hotel targeting residents of Las Vegas and the surrounding communities. The property is located in the heavily populated west Las Vegas area and is easily accessible from U.S. 95.
The casino contains approximately 55,200 square feet of gaming space with over 1,230 slot machines, 14 table games, a bingo parlor, a keno lounge, a race and sportsbook, a poker lounge, 258 hotel rooms, including nine suites, three restaurants and four bars; one of which includes a lounge with live entertainment nightly.
Arizona Charlie's Boulder
Arizona Charlie’s Boulder is a full-service casino, hotel and recreational vehicle (RV) park in the heavily populated east Las Vegas area. It is located on the Boulder Highway and easily accessible from I-515, the most heavily traveled east/west highway in Las Vegas.
The casino contains approximately 47,500 square feet of gaming space with over 1,050 slot machines, 12 table games, a bingo parlor, race and sportsbook, 303 hotel rooms, including 219 suites, four restaurants and three bars.
The RV park is one of the largest short-term parks on Boulder Highway, offering nightly, weekly and monthly rates plus a range of services, including game and exercise rooms, a swimming pool, a whirlpool, shower and laundry facilities.
Aquarius Casino Resort
The Aquarius is a full-service gaming and entertainment destination and the largest hotel by number of rooms in Laughlin, Nevada. It is located between the Las Vegas and Phoenix metropolitan areas, along the Colorado River in Laughlin.
The casino at Aquarius contains approximately 57,070 square feet of gaming space with approximately 1,300 slot machines, 35 table games, including a two-table poker room a keno lounge, a race and sportsbook, 1,907 newly remodeled hotel rooms, including 90 suites in two 18-story towers. Amenities include an outdoor pool, lighted tennis courts and seven restaurants, with four franchised fast food restaurants on the premises.
The Aquarius also boasts approximately 35,000 square feet of meeting space, indoor entertainment facilities, an outdoor amphitheater and a wedding chapel.

Frank V. Riolo has served as chief executive officer since April 2008 and as a director since September 2008. Prior to joining American Casino & Entertainment Properties, LLC, Mr. Riolo operated Riolo Group, LLC, assisting private companies with strategic planning and operational reorganization. He also served as chief executive officer of Viejas Enterprises, a Native American gaming company operating in Southern California, from 2002 to 2007.
Ned Martin has served as chief financial officer and treasurer since October 2008 and as a director since March 2009. Mr. Martin was vice president of gaming development for Station Casinos, Inc. from September 2003 to May 2008. He was actively involved in acquisitions, real estate planning and development, new business development in the United States and internationally, and was a member of the development team that created master plans for four casino hotel projects. Prior to that Mr. Martin held positions as senior vice president of finance and strategic planning for Silverton Casino, LLC, and he was chief financial officer of the Maloof Companies.
Alan Kava is co-head of the Real Estate Principal Investment Area in the Americas and the global chief financial officer of the Whitehall Street Real Estate Funds. He serves on the Investment Committees for the Whitehall Street Real Estate Funds, Goldman Sachs Real Estate Mezzanine Partners and the Caribbean Real Estate Opportunity Fund 2005 L.P. Alan joined Goldman Sachs as a vice president in 1997 and was named managing director in 2002 and parter in 2008. Prior to joining the firm, Alan worked as an associate attorney in the Corporate and real Estate Departments of Simpson, Thacher & Bartlett.
Peter Weidman became a director in January 2010. He has been a managing director of Goldman, Sachs & Co. since 2007, where he works in the Real Estate Principal Investment Area. Prior to joining Goldman Sachs in 1999, Peter worked as an analyst in the Real Estate Investment Banking Group at Salomon Brothers and then at Averstar Capital Partners, a real estate development and private equity firm in New York.
Phyllis A. Gilland has served as general counsel and secretary since October 2008. Ms. Gilland is the corporate compliance officer and is responsible for the retail, risk management, safety and security investigations departments. Prior to joining ACEP, Ms. Gilland served as general counsel and chief financial officer for Taylor Construction Group Companies. She also served as general counsel for Principal International, Inc., headquartered in Des Moines, Iowa. In addition, she has held positions with the Resolution Trust Corporation and KPMG.
Ronald P. Lurie has served as executive vice president and general manager of Arizona Charlie’s Decatur since its inception. From November 1990 until January 1999, Mr. Lurie held various positions at Sunset Coin, an affiliate of Arizona Charlie’s, Inc., including as general manager of Sunset Coin. In addition to having more than 25 years in the gaming industry, Mr. Lurie also served as a Las Vegas City Councilman from 1973 to 1987, and as the Mayor of Las Vegas from June 1987 to June 1991.
Mark Majetich has been with Arizona Charlie’s since 2001, serving as senior vice president and general manager since 2004. From June 2000 until January 2001, he was director of hotel operations for the Stratosphere. From November 1992 until August 1999, Mr. Majetich held various positions at the Excalibur Hotel Casino, including hotel manager.
Paul Hobson has served as senior vice president and general manager of Aquarius Casino Resort since December 2008. From 1998 to 2008, he was a member of Primm Valley Casino Resorts’ executive team, most recently as senior vice president of operations. While with the Primadonna Co. LLC, MGM MIRAGE and Herbst Gaming, his responsibilities included oversight of three casino resorts, two championship golf courses and other areas of the resort complex. Mr. Hobson has also held financial management positions with Caesars Palace in Las Vegas, Nevada and Caesars Tahoe in South Lake Tahoe, Nevada.
